Background

Clinical governance is “a system through which NHS organisations are accountable for continuously improving the quality of their services and safeguarding high standards of care by creating an environment in which excellence in clinical care will flourish.”
(Scally and Donaldson 1998, p.61)

Clinical Governance is essentially an overarching framework covering all activities that help sustain and improve high standards of patient care. Health care organisations must be able to evidence that standards are maintained when putting any structures, systems or processes in place.

It is generally regarded as being comprised of 7 elements or pillars as follows:

Clinical Effectiveness.
Essentially this is about doing the right thing at the right time for the right client, using best evidence-based practice and monitoring outcomes and feedback from clients to improve the quality and effectiveness of the offer.

Risk Management.
Having systems and processes to identify and report any risk issues and to ensure learning from any incidents that may happen.

Patient & Public Involvement. Ensuring feedback is gathered and responded to from users of the service both parent/carers and young people. When possible, involving users of the service in service developments.

Clinical Audit.
Monitoring the service against service standards and any national benchmarking to ensure high quality care and inform service development.

Staff Management.
Ensure that the Service only contracts staff who are safe and appropriately qualified to undertake the work. The Service ensures that where appropriate staff maintain their professional registration, and all staff engage with continuing professional development and supervision.

Education & Training.
Staff ensure that their clinical skills and knowledge are kept up to date.

Information.
Client information is accurate and up to date and managed in line with good practice and GDPR.

Clinical Governance Objectives:

Hunrosa is an organisation committed to developing a culture of learning that thrives on feedback and evidence-based practice and is committed to ensuring that practitioners delivering service on behalf of Hunrosa do so safely and effectively.

1. Hunrosa will seek to measure outcomes, monitor performance, seek feedback from clients and stakeholders to inform developments and improve quality and benchmark against national standards or other services where available.

2. Hunrosa will ensure that all practitioners offering services on Hunrosa’s behalf are appropriately trained to deliver the service, have necessary checks and indemnity insurance in place and where appropriate have current registration with their registering body.

3. Hunrosa will promote a learning culture where practitioners are encouraged to seek constructive criticism through supervision and feedback, sharing learning for the benefit of the organisation. Hunrosa will offer training updates and resources, ensuring that practitioners offer evidence-based interventions in line with best practice.

4. Hunrosa will actively engage with research and evaluation of its services as a core value.

5. Hunrosa values the opinions and expertise of people who uses its services and will actively seek their feedback and engagement with service developments.

6. Hunrosa will ensure systems and processes are in place for practitioners to enable them to ensure that clients’ data and information is accurate and up to date stored confidentially. Hunrosa will engage in periodic audit to ensure compliance with good practice in relation to information management.

Implementation:

Hunrosa Operational Director will be responsible for oversight of the delivery of the objectives relating to practitioners including supervision, training and information management. The Hunrosa Strategic Director will be responsible for oversight of the objectives relating to delivery performance, quality improvement and service developments.

Communication:

Delivery against the clinical governance objectives will be shared with stakeholders as appropriate and included in the Annual Report and published on the Hunrosa Website.

Review

The effectiveness of this policy and associated arrangements will be reviewed annually under the direct supervision of the Business Owner.
